  1. Optimized Procedures
  • Work Permit Application:
    Foreign workers will now handle all work permit-related tasks—applications, extensions, modifications, or cancellations—through the online Foreign Workers in China Work Management System. Physical work permit cards will no longer be required after December 1, 2024. Existing physical permits will remain valid until their renewal or modification.
  • Work Visa Application:
    Workers can apply for the Z visa (work visa) using the “Foreign Worker Work Permit Notification,” streamlining the process.
  • Electronic Social Security Card:
    Upon arrival, foreign workers can download the Electronic Social Security Card app to receive an electronic version of their social security card, integrated with work permit information. This electronic card complements the physical card and remains active for various standard services.
  • Residence Permit Application:
    Workers holding a Z visa can apply for residence permits at local public security bureaus, using either the “Foreign Worker Work Permit Notification” or the electronic social security card. QR code scanning technology will further simplify verification processes.

  • Social Insurance Registration:
    Using the “Foreign Worker Work Permit Notification” or the electronic social security card, foreign workers or employers can register for social insurance through online platforms or local agencies. Integration ensures a smooth verification process, linking the work permit system with social insurance databases.
  • Convenient Work Permit Services:
    The electronic social security card enables users to query work permit details, access QR code verification, and receive timely notifications.
  • “One-Card” Services:
    Foreign workers can benefit from various integrated services offered by local human resources and social security departments. These include accessing business information, applying for subsidies, and using other regional “One-Card” functionalities.

Local authorities are tasked with ensuring a seamless transition to the integrated system. Measures include:

  • Expanding the usage of social security cards to additional regions and service areas.
  • Upgrading technical infrastructure to align local systems with the central Work Management System.
